Below the listing of known STR’s in our precinct and an excerpt of rules created to help us understand some of the requirements of the new laws.

BASIC INFORMATION REGARDING SHORT-TERM RENTAL PROPERTIES

  1. Short-term Rentals are covered by City of Phoenix Ordinance G-7156 which supersedes previous Ordinances!
  2. The Director of the City of Phoenix Planning and Development Department is responsible for approving/denying requests, issuing Permits and for enforcement.
  • Each applicant wishing to obtain a short-term rental permit shall apply and include a $250 non-refundable fee. If approved the application is good for one year and renewals must be filed within 15 days of the permit expiration.
  1. Each application must include the physical address of the property, the contact information for the owner, contact information for the owners representative, and similar information for the emergency contact.
  2. The applicant must show proof of at least $500,000 Liability Insurance which also must cover the renter.
  3. The applicant must show that they are registered with the Maricopa County Assessors Office and agree to follow all applicable laws, regulations, and ordinances including paying all fees/fines.
  4. The applicant must show proof of lawful presence in the U.S.
  5. If a Police Officer, Fire Fighter, or Code Enforcement Officer needs to speak with the emergency contact person they must be on-site or available by phone/text within 30 minutes of receiving the request. If the property has had a verified violation within the past 12 months or has had a suspended permit within the past 36 months the emergency contact must be on-site within 30 minutes.
  6. The Applicant or his designee can not be a Registered Sex Offender, nor can they have been convicted of any felony involving a death, serious injury, or use of a deadly weapon for at least 5 years before the application date.
  7. The applicant must send by certified mail a notice of intent to operate a short-term rental to all neighboring properties in all compass directions one property from the rental property including those immediately adjacent. They must also notify all Neighborhood Association and HOA’s within 600 Feet of the rental property.
  8. Short-term rental properties are prohibited for any non-residential use. They cannot be used for a special event that requires a permit or license pursuant to city ordinances, state laws, or rules. These facilities cannot be used to operate a retail business, restaurant, banquet hall, or similar use.  They can not knowingly rent to registered sex offenders and must run background checks on each guest.  They can not operate a sober-living home, sell liquor, illegal drugs, or pornography.  Nude or topless dancing is prohibited, as are obscenity acts, adult-oriented business, and they can’t use any portion of any accessory dwelling unit.
  9. Any short-term applicant who fails any act or duty will be fined $500 or one-night’s rent whichever is greater for the first violation within a 12-month period. A second violation will result in a fine of $1,000 or two-nights rent while a third or subsequent violation will be $3,500 or 3 nights-rent whichever is greater.
